Has anyone successfully paired Philips 9050 with Windows 10 PC?

Unfortunately, you’d need the Philips AudioClip to interface with any PC/laptop.
Hearing aids use a low energy bluetooth, which is:
MFI Made for iPhone
ASHA Audio Streaming for Hearing Aids, used for most android phones.
Your pc uses Bluetooth Classic, which is only supported by Sonova branded HAs.
I see the same issue. My Kirkland KS10’s (Phonak P90 clone) worked fine with everything. My new 9050’s won’t bluetooth to my old Apple TV or my Amazon Fire.
Yes, those are made by Sonova, and use Bluetooth Classic, which is industry standard.
Other makers use BLE either MFi, or ASHA to conserve power, but sacrifice universal connectivity.
Some users report good results with the AudioRelay app.
